In 1989 Northeast Portland’s Union Avenue was renamed Martin Luther King Jr. Boulevard. Today the street runs through the eastern boundary of Portland’s largest Urban Renewal Area. Covering 3,990 acres, the Interstate Corridor URA includes a diverse collection of historic communities in North and Northeast Portland.
Creating housing opportunities for a range of incomes as well as for existing residents is a key goal of Portland’s Urban Renewal Areas. The Portland Housing Bureau offers several loans specifically geared toward homebuyers purchasing in these areas including the Down Payment Assistance Loan (DPAL). In addition to a maximum down payment assistance loan of $61,000, this program offers a post-purchase renovation grant of up to $16,000.
